The Export Credit Insurance - SCE aims to ensure the operations of export credits against commercial risks, political and extraordinary that may affect:
I - the output of goods and services for Brazilian export;
II - Brazilian exports of goods and services.
The SCE can be used by exporters and financial institutions that finance
or refinance the production of goods and services destined for Brazilian
export as well as exports of goods and services.
As provided by Law No. 11,281, of 02/20/2006, the Union may, through the Ministry of Finance, grant assurance of commercial risks and political risks and made extraordinary by virtue of the Export Credit Insurance - SCE, and hire an institution authorized to operate the SCE to perform all services related to it, including analysis, monitoring, management of operations to provide assurance and credit recovery casualties.
According to MF
Ordinance No. 416 of 16.12.2005, it is for the Department of International
Affairs - SAIN, to authorize the warranty coverage of the Export Credit
Insurance, under the terms of FGE.
The FGE, created by Law 9818 of 23.08.1999, is a fund of accounting nature, linked to the Ministry of Finance, which aims to cover the guarantees provided by the Union in the operations of the Export Credit Insurance against commercial, political and extraordinary risks.
Private company incorporated under the form of an anonymous society with the purpose of working in the field of Export Credit Insurance, hired by the Union through bidding, provides services for risk analysis of the operations of medium and long term, characterized by exports financed with deadlines higher payments for 2 years and, in general, related to projects involving capital goods, services or studies and contracts with special features. No. 4993 of 18.02.2004, the COFIG unifies the tasks belonging to the
Export Credit Committee - CCEX and the Board of Directors of the Export
Guarantee Fund - CFGE, in order to jointly examine financing operations
and guarantees for export.
