The International Affairs Secretariat,
a specific and unique organ, being directly under the Ministry of Finances
has as its function:
I - Participate in economic and financial discussions and negotiations with
foreign countries and in forums, economic organizations and international
financial institutions;
II - Monitor and evaluate the policies, guidelines, economic organizations’
actions and international financial institutions;
III - Monitor and evaluate the policies and initiatives about monetary and
financial cooperation and economic development;
IV- Monitor the juncture of international economy and also of strategic economies
for Brazil;
V – Monitor themes related to external Brazilian debt along with official
and private creditors;
VI- Participate, within the Financial Committee and Exportation Guarantee-
COFIG, in the decisions to grant financial assistance to exports, with resources
from the Exportation Financing Program (PROEX), and the Guarantee service
for the Union, supported by the Export Guarantee Fund- FGE;
VII- Advise the presidency and exert at the COFIG Executive-Secretariat;
VIII- Authorize the guarantee over commercial and political risks and any
extras confirmed by the Union, due to the Export Credit Insurance –
SCE, under the Act 6.704, October 26th of 1979, and the legislation enforced;
IX – Perform tasks related to SCE, apart from the one lastly mentioned
above, including the hiring of the institution authorized to operate the SCE,
for the execution of all services and those related, including analysis, attendance,
management of operations that provide guarantee and recovery of paid credit;
X- Adopt, within its jurisdiction, all administrative measures necessary for
the implementation of activities related to SCE;
XI- Adopt necessary measures, as agent of the Union, for judicial and extrajudicial
collection, abroad, of Union claims, resulting from claims paid under the
ESA, with funds from FGE;
XII- Hire at the discretion of the Secretariat, an institution authorized
to operate the SCE or lawyer in the country or abroad, to practice all acts
necessary to implement the provisions of section XI;
XIII – Participate in the Foreign Claims Evaluation Committee, of decisions
regarding the planning and monitoring of policy evaluation, negotiation and
the recovery of Brazilian Foreign Debt;
XIV - Participate in the Foreign Claims Evaluation Committee, the negotiation
of Brazilian credits abroad, including those carried out by the Paris Club;
XV - Advise the Presidency and to perform the Executive Secretary of the Evaluation
Committee to the Foreign Credits;
XVI - Participate, within the External Financing Commission - COFIEX, of decisions
concerning the authorization of the preparation of projects or programs in
the public sector with the support of a financial nature from external sources;
XVII- Monitor and coordinate, within the Ministry, the actions necessary for
the process of economic integration of Brazil in the Southern Common Market
- MERCOSUR, including participation in the coordination of macroeconomic policies;
XVIII -Participate in the negotiations concerning the MERCOSUR trade and other
economic blocks and decide on the desirability of Brazil's participation in
international agreements or arrangements relating to foreign trade;
XIX - Monitor and coordinate, within the Ministry, the actions necessary for
the participation of Brazil in the World Trade Organization - WTO and other
international organizations on foreign trade, including services, investment
and government purchases;
XX - Participate in the WTO and other international organizations, negotiations
on trade, including services, investment and government purchases;
XXI - Monitor the implementation of national policy on tariffs on imports
and exports, together with other bodies responsible for development of foreign
trade policy;
XXII - Monitor and coordinate, within the Ministry, the policies and actions
of the Brazilian Government in the areas of safeguards, antidumping and countervailing
rights; and
XXIII - Participate in negotiations on safeguards, antidumping and countervailing
rights under the trade agreements, WTO and other international organizations.
